I dont quite understand the whole debate, so I cant form an honest opinion...

But, is this good or bad?

From what I understand, he will allow federal money to fund embryonic stem cell research. This involves the destruction of theoretically-viable embryos. Despite the fact that this wasn't banned until recently, no major medical breakthroughs have been discovered by embryonic stem cell research.

However, there have been some amazing breakthroughs using other stem cells (like from umbilical cord material), which did not involve the destruction of human life. I read about doctors who were able to "grow" a woman a new voicebox, made from her own genetic material and donor stem cells. You can debate the bioethics of that, but clearly embryonic stem cell research is in a different moral plane. The destruction of human life is not OK. This is terrible news.

It should be noted... Bush didn't ban embryonic stem cell research... Actually he was the first President who actually funded it... but he only funded the existing stem cell lines (from embryos that were already destroyed). And even then he didn't ban it, he only banned federal funding of new lines of embryonic stem cells...

This is an example where the Press GREATLY distorts the Bush Record and the general public simply believes something that isn't true...

Embryonic Stem Cells are hardly used, and at this point it's merely a political show. Most scientists know that foreign stem cells cause tumors. What is actually taking off is the use of your own. There's been some huge breakthroughs.
