Martial law plans are always updated depending on the situation. Most countries have a plan, actually. Most governments want to know how to stop anarchy happening, so the logical thing to do is use the military if the police and other security services are unable to deal with the riots, etc. Our country is no different. Civil unrest is highly likely when you have any major changes in the government and economy. Add to that war weariness, some natural disasters, and threats on your own soil, and you have the perfect recipe for civil unrest. If it comes down to the military having to stop riots and civil unrest, that is just par for the course...

I think Americans (or USians) generally tend to be very wary of any overt government control, but if there were major civil unrest such that police could not control it, someone would have to fill the power vacuum. The question is whether one would be more comfortable with it being the federal government or whomever in the civilian population could dominate.

The question is whether one would be more comfortable with it being the federal government or whomever in the civilian population could dominate.

The latter thought (sentence) is quite a thought to think, imagine being presented with that option...

"Power Vacuum"- wow, what a perfect way to describe that particular scenario...That competely encompasses Power, and its Nature in a simple, two word phrase...
