I can't read the whole article because I didn't subscribe. I odn't know the rationale behind the article. Whatever the case, we are headed toward a global banking system. I have seen many foreign banks purchasing American banks in recent years. Given that we have banks that compete globally, it would make sense to have some global regulatory agency to ensure the well being of these banks. I know there are people who fear Big Brother with the trend toward globalism, but from a regulatory perspective, it makes sense to regulate banks globally.

Who's gonna do that for the world? Some big police organisation? Bit freaky isn't it? Ah well, it's gonna happen eventually with most things isn't it?

My thought is that it is better to have international banks regulated than unregulated. Maybe the World Bank could oversee global banks.
